The voters have spoken: Jim Hayes will fill the vacant seat on Berkeley County School District’s school board.

In the unofficial results, former educator Hayes defeated Kevin Condon 55.04 percent to 44.98 percent with 13 of 15 precincts reporting to win the District 9 seat. The district covers schools on the western side of Goose Creek and Summerville, Cross and Moncks Corner schools.

Scott Marino vacated the seat late last year, prompting the special election.

The race was decided by a mere 24 votes. Of the nearly 13,000 voters registered in District 9, only 238 voted in the election, according to the county election staff. The turnout was 1.74 percent.

“It’s hard to get people motivated ... Special elections as a whole have low turnout,” county Election Director Adam Hammond said.

County GOP Chair Terry Hardesty was at the election office in Moncks Corner as results came in. The GOP backed Condon even though the seat is nonpartisan.

“It’s dismal. It’s pathetic,” Hardesty said of the turnout.

Hayes’ campaign manager Jane Pulling also remarked on the low turnout.

“It wasn’t for lack of trying by either candidate,” she said. “I think it’s (low turnout is) a bipartisan issue.”
