Council, ARB approve Plantation Square plans with conditions

Albert Heyward, the man who bought the defunct shopping center at Plantation Square in Goose Creek, is two steps closer to giving the derelict property a much-needed facelift as he turns it into a storage facility.

Goose Creek City Council approved the second and final reading to rezone the recently annexed property as general commercial at its Nov. 12 meeting.

Heyward said he was pleased with the job the city staff and boards have done. He added in his 35 years in the storage business he’s never seen such a wonderful group.

Before the meeting, Heyward had to make two presentations in two months to the Goose Creek Architectural Review Board. The second occurred at a Oct. 21 meeting regarding what Heyward has dubbed Storage Solutions at Plantation Square.

“Does staff feel all our issues are addressed?” ARB Chair Sharon Clopton asked.

“Our biggest concern is the landscaping between York Street and those duplexes,” Goose Creek Planning Director Sarah Hanson said. “The perimeter landscaping is fabulous, but the ordinance requires all fencing to be landscaped . . . we’re going to have to find some way to buffer that fencing.”

Four condenser units in the back of the building will be screened inside a fenced-in area, according to Heyward. He said the building will be painted all around and there will be planter boxes as buffers.

Clopton asked for a sample of the color for the back of the building. Heyward had all but one of the color samples with him at that meeting.

“We want it to look good,” Heyward said. “We want it to be something you can be proud of.”

Hanson told The Gazette that this is a big project for the ARB and gave the city numerous details. She said renovating an existing building to meet code is often more meticulous than approving plans for a new building.

In the case of Plantation Square, the property was annexed into the city this summer after being an enclave of Berkeley County previously. County codes are not as strict as city codes.

The property now lies in the city’s downtown business district, or overlay district, which has different requirements. This is the area in the triangle between North Goose Creek Boulevard, St. James Avenue and Old Mt. Holly Road.

The ARB approved the renovation project subject conditions including:

• The exterior side walls of the proposed RV storage building addition must be fully enclosed on both the front side and the back side. Walls must be painted with the proposed mastic paint in the color “desert tan.”

• All existing stucco must be cleaned, repaired and repainted as submitted.

• The additional access and parking area located for the RV storage addition shall be paved.

• The parking lot as a whole must be repaired and resealed.

• All perimeter fencing must be the proposed Belmont decorative black aluminum fencing.

• Screening of the mechanic equipment and the dumpster area, both to the located at the rear of the building, is to be provided via black vinyl chain link fencing fitted with vertical slatting.

• The rear and left side of the building must be repaired and repainted.

• At least two trees must be added to the proposed landscaping, and an adequate number of trees planted along the front of the RV storage building to provide a screen for the front side of the building.

• Parking islands must be replanted.

• Landscaping must be provided along the front fence line facing the parking lot by providing planter boxes planted with small trees, shrubbery and additional plants as required.

• A comprehensive sign permit package should be submitted to the city for review and approval by the board.

Approvals were for phase one of the redevelopment only.
